Toyono town of Osaka Prefecture promotes measures based on its basic philosophy, "Toyono, town that cherishes children brought up in the region and grew up in the region." Among the measures, for healthy development of disabled children, the town plans to achieve enhancement of measures for disabled children, enhancement of daily life training, enhancement of consultation on topics including human rights violation and education, promotion of understanding of and communication with disabled children, and development of human resources for disabled children, in order to enhance the support system that can answer to the developmental stage of each individual. We believe the tasks that must be overcome are to keep in close contact the "vertical" connection with related organizations as well as inter-organization "horizontal" connections, to secure professional personnel, to solve issues held by teachers, and to solve issues held by professionals including patrol consultants one by one. |

大阪府豊能町では、 「地域で育て、 地域で育つ、 子どもを大切にするまち とよの」を基本理念にして施策を推進している。 その中でも、 障がい児の健全な育成には、 個々の発達の状況に応じたサポート体制を充実させるために、 障がい児施策の充実、 生活訓練指導の充実、 人権侵害や教育等に関する相談の充実、 障がい児の理解と交流の促進、 障がい児に関わる人材の育成を具体的な取組として計画・努力している。 そのためには、 関連機関との「縦」の連携と関連機関間の「横」の連携を密にすること、 専門職の人材確保、 教員が抱える課題の解決、 巡回相談等の専門職が抱える課題を一歩ずつ解決していくことが成果を上げていくための課題だと考察する。 |
